Actually any live-ticker article becomes static after some time.
But in all sites where I saw articles of this format, I just create a rule to skip generating IV for them. I dont see a reason to create any rule e.g. if live-ticker was not updated for a day / week / month - than we should generate IV for it (this is reasonable in case when all articles on site is created in live-update format, but I have not seen such sites in contest), well, who knows, maybe Im wrong :)

I don't know it is a valid or not or what rule to follow here
now this article will be static after end of election as it is ordinary article just updated multiple times to cover news
while there is no live blog element
now after being static as you see it last updated mar 29 and today is mar 31
so it no longer update
i think it should have IV
