Nope, I'm not guessing. My code works equally well for both cases.

Still, I believe it's a pretty minor issue for an old article. Newer articles don't have this problem (e.g. http://info-rm.com/2019/02/20/kommunalnoe_chp_v_saranske_zhilcy_3etazhki_tonut_v_sobstvennyh_kvartirah.html/ and others in http://info-rm.com/ru/newsru/videonews/)
