It is showing the date of last edit, not publication.

- There are no other reliable sources of date on the page; the only one is a datestamp in <time>. It is not marked neither published nor update date. I believe parsing a datestamp is safer and more reliable then parsing date text. Haven't seen other pages having different text inside tag and timestamp.

- "If conflicting dates are stored in multiple places on the source page, preference should be given to the time that is visible to the ordinary user who views the page in a browser."
