1. According to 6.1.4 - " ... If the lead paragraph uses a different style, it is recommended to use bold or italic text (we will NOT accept issues based on the absence of such formatting)."

2. I believe it's not critical but advisable to maintain marked text, otherwise a rule would exist. However, the marked text remains as <strong> which also highlights it.
