As I said in previous issue (see https://instantview.telegram.org/contest/inforos.ru/template2/issue1/):

From the "Checklist":

"It is possible for a perfect template to display a date/time that looks different than the original."

It doesn't state that template author should determine a timezone by all possible means.

There is no way to determine real timezone here. Although one may speculate that ".ru" domain zone should use "Europe/Moscow" (GMT+3) timezone, BUT there is no evidence that that's the case.
ALSO there are no metadata containing datetime with timezone (e.g. ISO-8601 or Epoch seconds).

So, my humble opinion is - the safe bet is better than smart speculation.
