- 1. The rules don't require to replace unsupported widgets with links. They only allow to do so in certain circumstances.
2. In very many occasions on this site, the issuu widget is the _main_ content of the article. Examples:

https://www.innovatorsmag.com/read-our-latest-edition/
https://www.innovatorsmag.com/start-your-week-with-us-5/
According to the rules ("If there’s no other content on the page, it must not generate an IV."), these pages must be unsupported. So, your template breaks the rules by supporting them.
And I don't think there is a way to distinguish cases where the widget is the main content, and cases where it's not. So we should mark all cases as unsupported.
