Pullquote, easy identifiable by class.

- I know this element has a class named "wp-block-pullquote". But in all examples that I've come across it's not a pull quote but a regular quote:

The text in the quote is not repeating any part of the article. So, the class name shouldn't mislead us: that's not a pull quote.
