In all 50+ pages that I've checked this text is used as media captions and must be placed inside <cite> tag. But here it placed in <figcaption> tag, which is incorrect

Checklist 6.2.5 (http://www.interfax-russia.ru/Moscow/view.asp?id=1001507):
"Credits in captions must be preserved and placed inside the appropriate tag, provided it is technically possible to reliably identify them."

You can say "no posssible way to reliably identify them".

But as I think, when you take it out of the //table/td, you need to make sure in advance that you put it in the right tag. In that case more correct to use this tag from table as a media credits in <cite>, because there is no articles where it used as a just caption
