I mean, yes, by means of the word, it is a caption. But it's not a caption on the source page and doesn't look like so.
It's not hard to make it caption, but it's just a paragraph (<p>) after a video (<iframe>). Interfax editors may put any other text inside of it in other articles.
When interfax uses special blocks for captions, it's properly detected. See difference:
