I know that they use an incorrect timestamp, this issue have been reported several times, and have been declined everytime. Please see an example:

The page uses UTC+8. Instead of presenting the timestamp with +08:00, they present an UTC timestamp in meta tags, and an local one in the element where you get it from. The difference is always 8 hours. In IV you have to include UTC time, so my template is correct.
