Pull quote isn't defined by its appearance. Pull quote is an excerpt from an article that has a distinct formatting. In this case, it's not a pull quote.
"Quotes must be formatted to match their appearance in the source article"—obviously, not central or left alignment is meant by that, but the isolatedness from other elements, line breaks etc. (What would you do if some quote is right-aligned? There is no means to align something in IV at all except in tables. Alignment is non-essential from IV's point of view.)

Quotes must be formatted to match their appearance in the source article, provided it is possible to identify them (and their type) in a reliable way. Line breaks in quotes must be preserved.
All quotes from this site look like pullquote. They are easy to identify, they do not have classes
