Service pages all have this og:type. Take the Privacy Policy page: bit.ly/2J0KLoG. By its look and from the technical point of view, it's just the same as this page (except the small logo and no image above the title). Even the subscription form has og:type="article": bit.ly/2XSSCJg.
Technically, this page has <body class="page">, not <body class="single">, which means a service page.

In your case, it was a real content article.
Manually walking through all pages categorized as a service page (an extremely limited set) and trying to find something that could be remotely considered as an article is what I don't think is our job at this contest.
And this page isn't even working: it has broken code "[contact-form-7 id=»9069″ …]".

- Yes, this does look like a service page. And yes, the source page has a broken contact form too.
Even just due to the contact form, this page shouldn't generate IV because the text is specifically referring to the form.
