I think highlited blocks should has special formatting.
You can find that they have different meanings. Yellow one is essential part of the article, which emphasizes on some text. And blue one is just a "note", which content correlates with the previous paragraph but doesn't add anything valuable to it.
Then who decide which tag to use? You template use blockquote for just markup reason, i don't think it make sense.
