Dividers are meant to separate parts of the article. In this case dividers "wrap" the highlighted note, I think that's an incorrect usage of them.

Note that such blocks on the site give some additional information to the previous paragraphs.

I think the most appropriate solution in to to wrap them with <aside>, or at least with <em>.
