It is advisable to use a cover image when possible:

When the image appears as a cover on the source website.
There's a suitable image above the title/subtitle or directly BELOW THE TITLE/SUBTITLE. so - cover is missing

And you forget to read this line:

"In all other cases, cover images are optional"
