This is relatively very static page, it updates maybe once per few month, so, i think it needs an IV.

- IV must be generated for pages with static article-like content. Even if it is updated once per few months, IV must not be generated. Moreover, since it’s the home page, imagine that their editors will get some stuff and decide to make this website great again as it was, probably, in 1998, then start updating this page every day. Eventually, the cached IV page content will become outdated which is unacceptable.
