Marked fragments are not pullquotes. Please check for example Wiki (https://en.wikipedia.org/wiki/Pull_quote): "Pull quotes need not be a verbatim copy of the text being quoted; depending on a publication's house style, pull quotes may be abbreviated for space or paraphrased for clarity, with or without indication"
You are using pullquote in your template in 2 cases (however that is rong): 1) With <a> tags that are placed aside - that is a part of another article(s) 2) With similar sense of the similar (just similar) text - e.g. text into aside blocks
It's acceptable to format these blocks as pullquotes in this case
