Which is exactly this block. It is thematically related, relatively static block of links, when occasionally authors would add a new link. It is as static as "More on this topic" ("Еще на эту тему") block below.
What you show there on screenshot is a misunderstanding.
Take a closer look, please. The first link in the IV is a link taken from header of the block. Therefore, all the links have index i + 1, compared to the original. This is because the header of related block cannot be a link itself.
There is no restriction on whether related article leads to an IV page or not. In fact,

That is not related articles block.
The first link leads to DYNAMIC LIST of the articles grouped by common.
Other links are absolutely all articles from that dynamic links.
