He had correct template (https://instantview.telegram.org/contest/jug.ru/template41/) and it was declined by mistake. So he was forced by that to edit the template. And now you decline his candidate template with only this editing (https://instantview.telegram.org/contest/jug.ru/template54/). But you forced him to do it by mistake. His template #41 was real candidate and hi sent it 6 days ago. I suggest to return his last template and ask to fix this problem after potential winning (or if he'll send already new version like #41, accept this version ahead other candidates). It will be right thing.
