"View gallery" button is missing, as it is displayed on the template. It seems that Jurnalul.ro takes great pride in displaying which articles have a gallery, the indicator being present both in the article and in the category listing (see http://i.imgur.com/AsuJbM6.png).

Not rendering the link would offer the user no clue that there is a gallery present, unless they scroll all the way down to the bottom.

Additionally, also missing is the gallery anchor.

i think the "view gallery" link here is just rudimentary content

Maybe the link is not essential content, that's a thing one can debate about.

But the checklist clearly says:

"Anchor links must work properly on IV page if anchor links exist in the source."

When some user sends a link to the gallery in a chat and his chat partner doesn't see the gallery right away, but the top of the article, this could lead to communication issues. Anchors must work.
