<p> </p> and <br> are heavily used on this site for formatting purposes. Removing them often leads to poorly formatted text.
There are articles which rely on <br> based formatting instead of paragraphs, so even removing consecutive <br> may break the formatting. For example: http://kaztag.kz/gallery/detail.php?ID=460682
