"Хабаровск открытый город" is the whole sentence in russian, that means "Khabarovsk is an open city". Also, there is a punctuation error in this spelling. Correct version of this sentence is "Хабаровск — открытый город".
This site belongs to a newsletter named "Открытый город" (Open city) and located in Khabarovsk, Russia. You can see it in the title of the index page ("Open city" - Khabarovk News).
I prefer to keep only newsletter's name in site_name, not to use the whole wordplay placed in their logo.
