I disagree that issue #4 is duplicate of issue #2, because in this particular case there is no header for this related item. Here text before is not header for this block. The block itself is reliably identifiable.

Tell me, how would u detect wether those related items were mentioned or not in article in that case https://instantview.telegram.org/contest/kk.no/template18/issue2/? I don't think you can. That's why all related items should be kept like this.
