There should be a divider (hr) before this block because this block is in frame on the original site. This frame separates this block from the surrounding content. In my opinion we should preserve this separation in IV too. Other templates do this. See for example template by d3:

no, this one is nested in div.columns > div.row without any prev-sibling::*, I don't think we can detect it reliably unless we add hr before without detecting prev-sibling::*.
