In this case there is something like frame around this text block. Therefore, I decided to separate this block even if it is at the beginning of the article. It looks better visually in the mobile version than without a separator.

With a separator, this block is visually highlighted as soon as you look at it. Without a separator, it merges with the subtitle, with the date. It seems that this is not part of the body of the article. Therefore, I chose the best option for the user.
