City of Ottumwa not responsible for cleaning up campsite after flood damage
Earlier this week the National Weather Service issued a statement warning that ice jams might be a problem on the Des Moines River basin. Friday morning KTVO went to the campsite to see how much damage was done. Upon arrival, it looked as if a hurricane hit the private property.
