- Why *must* it be separated ?
The rules state :
"Dividers must be converted to simplified dividers on IV page if dividers exist in the source."
There's no "divider" here in the source, only a different background color for part of the text.
So by arbitrarily inserting a divider (based on your assumption of the semantics of a different div style attribute) you actually end up adding your own content ; you're not *preserving essential content* from the source, which is the goal of the IV.
I think it's better to stay neutral and not over-interpret the source material : if they don't put a divider in the source we shouldn't put one in the IV.
In any case, it's not "essential content", and it's not missing.
