First of all, I took datetime from meta[@property="article:published_time"].Content of meta[@property="article:published_time"] is 2019-04-10T21:31:04+00:00.This time shown on UTC format with +00:00.As I know,this website belongs to Mexico and their UTC time zone is -05:00 and this page show time which is converted to UTC time zone.

The second point of my view, according to the checklist:
Between ‘date published’ and ‘date last edited’, choose ‘date published’ for articles.

The third point of my view,according to the checklist:
Support for time zones is optional, unless the time zone is reliably identifiable from the source in which case it’s obligatory.In this case meta shows time zone +00:00.

When there are multiple dates stored in multiple positions, ALWAYS use the date visible to the user. All content visible to the user is preferred over any meta data, even if it's not the date published.

This has been decided by us multiple times already.

This does not apply to one-off cases of course.
