No, it is correct. Time on website is in UTC+3 timezone, as you can see from their RSS feed: lostfilm.info/rss.php
So 13:40 on website is 10:40 in UTC, and I don't know why Telegram's IV online Preview doesn't show time in local timezone.

If you fetch this IV through the API, you'll get "published_date: 1495536000", and if we convert it to UTC+3 we get 23.05.2017 13:40.
