I always use the actual cover(-ish) image as a source of image_url, since using meta-tags is not reliable for some articles on this website.
In this case (and the one you've also provided) the image in article and the one in meta-tags are different (their urls don't match, regardless the size param), therefore it is not possible to reliably use the meta one as a cover, unlike in such cases: https://www.m24.ru/news/vlast/24042019/74109.
As a result, the smaller image ended up used for link preview, which doesn't seem to be an issue since it's what the article displays, and it's not so small.
