I want to ask about your previous decision in https://instantview.telegram.org/contest/keralakaumudi.com/template41/issue3/ . Checklist says: "Support for time zones is optional, unless the time zone is reliably identifiable from the source in which case it’s obligatory". This site has specified time zone IST (visible to user), but this issue was declined. Does it mean that this string in the Checklist is not relevant now?

Yes, looks like that source page specifically mentions the IST timezone.

Please note though that appeals are not a good place to ask about issues on other domains.
