It's true that this is updating, but it's not possible to detect this kind of content reliably apart from explicitly blacklisting this page, which also doesn't seem right. There is no class, meta tag or anything else I can find that sets this apart from any other.
Note that in your own template this site also generates IV (https://instantview.telegram.org/contest/mdr.de/template3/?url=https%3A%2F%2Fwww.mdr.de%2Fthueringen%2Fwest-thueringen%2Fnachrichten2516.html). If an admin disagrees, please describe how this should be handled instead.
