- Please read the rules carefully, especially the first paragraph of the rule to which you refer:
"If the unsupported widget has an iFrame version, make it into an <iframe>. If you do that, the IV page will not be generated due to unsupported content, but things will work out of the box when and if we support that widget."
"If it is NOT possible to represent the widget as an iFrame ..... use this link to generate a <video>"
Here is possible to make widget from jwplayer into iframe.
Therefore, this page does not generate IV, but will show when the Telegram team adds its support/

- The best way to handle the video is indeed to make it into an <iframe>, but looks like this template is marking it with @unsupported instead. It is preferable to use a direct link to generate a <video>, like it is done in https://instantview.telegram.org/contest/mediafax.ro/template3/?url=http%3A%2F%2Fwww.mediafax.ro%2Fsocial%2Fgalerie-foto-trenul-care-duce-pelerinii-din-budapesta-la-sumuleu-ciuc-intampinat-cu-pogacele-flori-si-steaguri-16397138 than to use @unsupported.

6.8.2. Videos from unsupported players says the following about this:
"If it is not possible to represent the widget as an iFrame, but it is possible to get a direct link to the video, use this link to generate a <video> with the correct src attribute."
why does it get declined? it's possible, see here
