I think this page should be generated, because there is one article, if there is a list of articles then IV should not be generated for this page.

This source page is a very dynamic page. The contents of this page change very often.

IVs are cached and not able to support pages like this. Eventually an IV will only be able to show a very old version of this page and won't be able to update the cache anymore.

This is a valid issue.
