Can not agree with this. You can't really differentiate block and pull quotes in this code.
For example on this article it's used exactly as pullquote: http://mondo.rs/a1006231/Mob-IT/Recenzije/Huawei-P10-test-telefona-slike-kamere-prodaja-kupovina-Huawei-P10-cena-u-Srbiji-specifikacije.html
Besides blockquotes used for many different things and pullquote better for readability point here.
