- Please read wikipedia about block and pull quotes. You are confusing them. Pull quotes is used when it's excerpt being _pulled from text_ (that's why it called "pull quote"). This text is clearly not from this article, it's like references and can not be used as pull quote.
And on your's provided link quotes marked with quotatio marks is actually pull quote, 'cause that text is _pulled from that article_.
