It's not pullquote.
It looks like a quote in the original article and there isn't any sign for formatting as pullquote:

You must not convert all <blockquote> tags to <aside> without any reason!

Read on what a pullquote is [1]. This site uses <blockquote> tag for pullquotes only. They are literally pulled out of the text and styled as such. Always short and repeat the text after them. Linked cases are not what we have here; semantic, technical and style factors are different.

If only you found a page with a blockquote used for a simple quote, then yes, I would revoke the template and don't format blockquote as aside. But I bet you wouldn't be able to do that.
