Yes, it can, but it's so risky to do it, because on other pages div.html_fragment contains different code (script + empty div filled by this script, e.g., quizes, etc). Even if you found one case from 2017 with supported widget, it doesn't mean that unsupporting such embed-container is a bad decision. Supported embeds like YouTube, Vimeo or smth else goes without it.
