IV slould be generated for static page

- Articles in /pp/ are very custom-made. They use backgrounds, colors and positioning as means of expression. There is no way we can represent it in IV. You happen to choose a relatively simple page to report an issue, but take a look at this one, for example: https://natalie.mu/comic/pp/saenai-heroine/page/2
Converting it to IV takes away most of its look and feel.
We can't detect "simpler ones" and process only them. It's better to leave this section alone altogether.
