- According to the rules you are right. Its easy to set but I left it this way intentionally. Because for this particular website, this will make the pages inconsistent. "Pages with single image have cover while others don't" doesn't seem to be right.

You are right that cover images should not be set if they are duplicated in the article - and they are duplicated in cases where there is a gallery on the page.
However, in pages with only a single image (as in this one), the image is clearly not duplicated in the article and has the class "hero_image" in the source, so it is obligatory to set it as cover image in these cases.
Absence of gallery can be detected by looking for the "View Gallery" button that is always present on gallery-pages, and cover image can then be conditionally (@if blockfunction) set based on that.
