- In my opinion different persons quotes are still easily identifiable because of preceding — symbol.
I'm pretty sure (and seen it multiple times in other's templates) that your attempt with precise handling of such issues will instead cause worse issues in other articles like lost text or breaks in incorrect places, or images put where they don't belong.
I think it's better to lose some cosmetic formatting than that.

I agree with you that it's not easy to support all cases on this website. But at least in 2nd case I think it should be preserved because it is a quote of different person, so user should have possibility to identify it.
Also in some places you preserved italic formatting of quotes, in other places - not.
Anyway it is interesting for me too if we need to support it
