This image is not really a part of the blockquote. It's displayed on the source page as any other enlargeable image on this site. Placing it within the blockquote causes it to appear small (because it's an Icon now).
This website has some discrepancies between what's seen in the browser and what's sent to bots. But it's fixable; and we should favor the user-visible representation.
You are already correctly removing <i class="descript">. Similar treatment should be given to other content.

In this case the blockquote contains the image. There is no reliable way to identify when it's wanted by the author and when it isn't.

The image must detached from blockquote. As <pic> it can't be open in clients.
