When the articles have covers, they're
identifiable in the source (e.g. https://news.ru/obshestvo/vlasti-moskvy-osudili-agregatory-taksi-za-komissiyu-dlya-voditelej/). Looks like the media use this image for all articles without unique covers and it's optional to use it as a cover in this case.
