Open the site in the browser, in all articles of this site the image in this block looks like a cover (the image differs in location from all images in the article). In Issue #1, you quoted a checklist. The checklist gives only general instructions and cannot cover all cases. In this case, it should be used as a cover.

I know cover is obligatory, but the image here is NOT DESCRIBED as cover in the original site (like what checklist say and you will see i mention in the note below).
It is also NOT ABOVE title/subtitle.

Note:
in this site there is meaningful class such as related-timelines-desk, ask-newsbytes, subscribeInset, and so on. If the web owner want to describe that image as “featured-img”, “cover”, “lead_img”, “main_image”, etc that has the meaning to be refer as cover, they will definitely do so.
