Published time is incorrect (pay attention to amount of minutes), the time zone is specified in the source ("CST"), so you must set it ("Support for time zones is optional, unless the time zone is reliably identifiable from the source in which case it’s obligatory.").
Also it seems like your template is trying to use "updated time" instead of "published time", which is wrong behavior ("Between ‘date published’ and ‘date last edited’, choose ‘date published’ for articles.").

If conflicting dates are stored in multiple places on the source page, preference should be given to the time that is visible to the ordinary user who views the page in a browser.
