This is not a kicker but a category, you can go over it, in each article from there it will be the same.

- It's a story name. "Город, который строим мы" = "City that we are building" — it's obviously more than just a category (like "Crime", "Health" etc.). It's a story, a series of articles. Only a limited number of articles have that kicker. And kickers don't have to be unique.

Note that it's highlighted by a bright red background, so the site editor really makes an accent on the story name making it an organic part of the article.
That said, I can't help noticing that it's an article from 2015. They don't use this format systematically, it's just a rare case that I've come across and decided to support.
