Kicker absent. Note that it's a story (a series of articles under the same story arc) name, not a category (like "Crime", "Health" etc.): "Город, который строим мы" = "The city that we are building". Only a limited number of articles have that kicker.

Note also that it's highlighted by a bright red background, so the site editor really makes an accent on the story name making it an organic part of the article. So it should be included as a kicker.

The first article from this category was written in 2015, the last in 2017. This means it is not a series of articles, but a heading in which advertising articles are regularly made. The category name is highlighted in order to attract the reader, so that he will go over and look at more promotional articles. This inscription is not part of the title, it is the same in all articles in this category.
