That's pretty untypical. Content wrapped in table manually.

1. I think unwrapping every table in articles would be dangerous. Some of them may produce non-standard layout and corrupted IV. This table doesn't have any markup and not identifiable.

2. I believe we shouldn't have workaround for every untypical (and unique) situation from 2016. I can't find a page like this even from the same author.
