No it sholdn't be a subtitle. Because this site has pages where your "subtitle" will have no meaning like this https://www.noz.de/deutschland-welt/vermischtes/artikel/905856/amal-und-george-clooney-die-zwillinge-sind-da . This is "SUBLINE" and it should be on top of title.
