This article was created after sending this template (2017.07.21 - it yesterday). In other cases last paragraph of <blockquote class="streamer"> is authors name. Check, for example: https://nrc.nl/nieuws/2017/05/23/luthers-stempel-op-het-neutrale-duitsland-9296805-a1559961

(there is no possibility to detect <cite> other way - its styled by CSS without any specific html classes)

Articles which have blockquotes with "streamer" class i've seen before were formatted like

<p>"Quote"</p>
<p>Author</p> (but on target page author name is selected and doesnt look like part of quote)

Sadly, Template 21's method of formatting authors in quotes is dangerous because it loses the entire quote when the blockquote consists of one paragraph and no author is specified. This is a Grade 1 issue according to this classification: https://t.me/IVcontest/19.

By contrast, Template 22 loses some formatting that is non-essential for understanding (minor case of Grade 5). We think, this is not enough to reject the final template on this domain.
