- This article was created after sending this template (2017.07.21 - it yesterday). In other cases last paragraph of <blockquote class="streamer"> is authors name. Check, for example: https://nrc.nl/nieuws/2017/05/23/luthers-stempel-op-het-neutrale-duitsland-9296805-a1559961
(there is no possibility to detect <cite> other way - its styled by CSS without any specific html classes)
Articles which have blockquotes with "streamer" class i've seen before were formatted like
<p>"Quote"</p>
<p>Author</p> (but on target page author name is selected and doesnt look like part of quote)

- Sadly, Template 21's method of formatting authors in quotes is dangerous because it loses the entire quote when the blockquote consists of one paragraph and no author is specified. This is a Grade 1 issue according to this classification: https://t.me/IVcontest/19.
By contrast, Template 22 loses some formatting that is non-essential for understanding (minor case of Grade 5). We think, this is not enough to reject the final template on this domain.
